28 June 2011 - Fitch yesterday retained long-term issuer default rating (IDR) of US IT and software giant IBM (NYSE:IBM) and its subsidiary IBM International Group Capital LLC at A+.
In addition, the agency upheld IBM's senior unsecured revolving credit facility (RCF) at A+, the senior unsecured debt rating at A+ and the short-term IDR at F1. Furthermore, Fitch confirmed the F1 commercial paper rating on IBM.
The outlook on the ratings is "stable".
The company's ratings mirror IBM's strong company profile, excellent financial flexibility and good management strategy. At the same time, the ratings are constrained by the risk of increasing debt on the back of sizable share buybacks and/or acquisitions that could lead to reduction of the credit protection measures, Fitch said.
Other weaknesses include the significant rise in cash dividends which would affect IBM's free cash flow and financial flexibility and the possibility of lower cost and benefit because of the outlook for the industry demand, the agency explained.

FED:Govt feud blamed for botched tender
CANBERRA, Dec 6 AAP - The federal opposition has blamed "bitter antagonism" between
Prime Minister Julia Gillard and her predecessor Kevin Rudd for the botched Australia
Network tender.
The government, late on Monday, announced it would permanently award the $223 million
contract to the ABC, ending a bid by Sky News.
The commercial broadcaster has flagged it will seek compensation for taking part in
the scuttled tender process.
Sky and the ABC both bid for the 10-year contract to broadcast the network to 44 nations
in Asia and the Pacific.
Opposition communications spokesman Malcolm Turnbull was scathing of the tender process.
"These guys couldn't run a chook raffle," he told ABC Radio on Tuesday.
"This is a government with poison at its core because of the deep bitter antagonism
between Kevin Rudd and Julia Gillard."
The way the tender was handled is being investigated by the Commonwealth auditor-general
while the Australian Federal Police is investigating leaks which the government has blamed
for the process being abandoned.
"This is a shambles, this is no way to run a government," Mr Turnbull said.
An evaluation board reportedly twice recommended Sky be awarded the contract.
The ABC's contract to run the network expires in August 2012.
Responsibility for the decision was transferred from the remit of Foreign Minister
Kevin Rudd to Communications Minister Stephen Conroy in June.
Senator Conroy said the government had hoped the tender process would have been completed
in good faith but the leaks had compromised the process.

FED:Abbott says Labor-Greens fight 'fake'
Federal opposition leader TONY ABBOTT says the prime minister is faking a fight with the Greens.
Prime Minister JULIA GILLARD last night said the Greens .. with whom she has an agreement
to form minority government .. were a party of protest and didn't share the values of
everyday Australians.
It was the second time in two weeks the Labor leader has taken a shot at the Greens
in a bid to differentiate her party from that of veteran environmentalist Senator BOB
BROWN.
But Mr ABBOTT has accused Ms GILLARD of merely putting on a show .. saying if the Greens
were so extreme why did she form a government with them.
He says this is a fake fight .. a phony lovers' tiff and in fact Labor is in office
but the Greens are in power.
With the federal budget due to be delivered in five weeks .. Mr ABBOT has also said
he expects the Gillard government to wimp out on hard decisions.

NSW:NSW northwest on alert for more flooding
Flash floods from rain and thunderstorms are expected to hit much of northwestern New
South Wales this afternoon.
The Bureau of Meteorology has issued a severe weather warning for the region and State
Emergency Service spokesman PHIL CAMPBELL has singled out Tamworth on the Peel river as
an area on high alert.
He says the concern is that people in Tamworth and other areas in the northwest affected
by the severe weather warning will chance their luck on causeways and get washed off and
drown.
Coonamble on the Castlereagh river is also expected to face further flooding .. with
a peak of 5.2 metres expected tonight.
However .. the SES won't be evacuating the one thousand residents .. who were asked
to leave last weekend when the river reached 5.4 metres.
In the state's central west .. floodwaters are receding with evacuated residents expected
to return home.
Around 20 families were evacuated from Cowra Shire Caravan Park last night night and
early this morning as the Lachlan River was engulfed with record levels of flooding.
The SES says the central western town of Eugowra also looks set to get the all-clear
as the level in Mandagery Creek falls slowly from this morning's peak of 9.6 metres.

Business has welcomed the Reserve Bank's decision to leave the cash rate unchanged
.. but it's concerned retail banks will independently lift lending rates after the election.
The central bank left the cash rate at 4.5 per cent for a third straight month after
its monthly board meeting today .. a decision widely expected by economists.
GREG EVANS from the Australian Chamber of Commerce and Industry says there are concerns
about non-official interest rate increases by the major lenders after August 21.
He says that could have a major dampening impact on the recovery.

Vic: Farquharson granted bail ahead of retrial
MELBOURNE, Dec 21 AAP - A man jailed for allegedly killing his three children by driving
them into a dam has been granted bail ahead of a new trial.
Victoria's Court of Appeal last week quashed Robert Farquharson's conviction, ordering
he undergo a fresh trial in the first half of 2010.
The bail decision came after the court ruled there was a miscarriage of justice during
his Supreme Court trial.
Farquharson, 40, had appealed his sentence of life in jail with no parole for the murders
of Jai, 10, Tyler, seven, and Bailey, two.
He was accused of drowning the boys by driving them into a dam near Winchelsea in Victoria's
southwest on Fathers Day 2005.
He maintained his innocence, saying he had blacked out from a coughing fit before veering
off the road into the dam.

KEVIN RUDD says G20 summit leaders have an obligation to produce a good outcome for
the workers of the world.

Meantime demonstrators in London have laid siege to the Bank of England and smashed
the windows of the Bank of Scotland.
Other anti-capitalist and anti-war activists fought police .. hurling paint and smoke

A second demonstration with about two thousand people gathered outside the US embassy

WAYNE SWAN says Australia's unemployment rate will climb higher than the government's
previous forecast of seven per cent.
The OECD's recently tipped unemployment will reach an average of 10 per cent across
the developed world .. while growth is projected to shrink by 4.3 per cent.
The Treasurer's told ABC Television this means Australia's growth will be slower ..
and unemployment higher than forecast in February .. but that these forecasts will be
updated in the May budget.

Pressure's mounting on Australia's defence minister to explain his relationship with
Chinese-born businesswoman HELEN LIU .. with reports in today's papers claiming she paid
for another first-class trip to China in 1993 .. before he was an MP.
Fairfax Media reports one of Ms LIU's companies paid for a seven-day trip for JOEL
FITZGIBBON and his father ERIC FITZGIBBON .. who was then a federal Labor MP .. to mark
the start of work on a tourist development.
Mr FITZGIBBON came under fire last week when it emerged he'd failed to declare Ms LIU
paid for two trips to China in 2002 and 2005 when he was an opposition frontbencher.
As he wasn't an MP in 1993 .. Mr FITZGIBBON wasn't obliged to declare the trip to parliament.
But he didn't mention it last week .. when asked about claims he'd received expensive
gifts from Ms LIU.
Bikies Law (SYDNEY)
NATHAN REES is rushing ahead with new laws aimed at banning members of bikie gangs
from associating with one another.
Fairfax Media reports the New South Wales premier's pushing the tough new laws through
parliament today .. just two days after he warned they might not be in place until June.
The legislation will go to a special caucus meeting this morning following a cabinet
meeting last night .. where Mr REES told his ministers the government couldn't risk delaying
them.
Under the new laws .. which have the firm backing of police and the NSW opposition
.. members of gangs declared a "criminal organisation" by a Supreme Court judge would
be charged immediately.
They could be jailed for at least two years and would not have any warnings before
they're charged.
Transient (ADELAIDE)
Police in South Australia say they've charged a man with attempted murder after he
allegedly went on a rampage .. randomly stabbing two women and running two men down in
his four-wheel drive.
News Limited newspapers report the man was a transient .. who'd been staying in a caravan
park at Snowtown with his dog after arriving in town a few weeks ago.
Police say the 42-year-old allegedly ran down a truck driver who was standing next
to his vehicle about 1.15 pm (CDT) .. before ramming the rear of another vehicle which
had two women sitting in it.
When they got out to investigate .. the man allegedly stabbed both of them in the neck
with a knife before getting back into his Toyota Hilux and running over a pedestrian who
was pushing another man in a wheelchair.
He was subdued by three police officers.
Fire (HOBART)
Neighbours have discovered a severed body part at their house .. after a bizarre killing
in Tasmania in which the attacker also died.
Police say it appears a 31-year-old Hobart man turned on an older drinking buddy with
a hatchet and a knife after an argument while both were drunk.
They believe he cut off part of the 57-year-old man's body .. dropping it at a neighbour's
home .. before returning to torch his home about three am (AEDT) yesterday.
But police say the younger man's then died from smoke inhalation in a bedroom where
his alleged victim's body was also found.

A Melbourne study investigating the link between cigarettes and Sudden Infant Death
Syndrome has found babies born to smoking mums find it harder to wake up.
It's found babies in homes where the mother smoked up to 20 cigarettes daily .. during
and after the pregnancy .. perform poorer on arousal tests.
Associate Professor ROSEMARY HORNE says the research sheds new light on why smoking
is emerging as a leading cause of SIDS .. after most mums have responded to the message
to not put their baby to sleep stomach down.
UK Helicopter (EDINBURGH)
Scottish police say eight bodies have been recovered from the North Sea after a helicopter
returning from an oil platform went down with 16 people on board.
There's been no immediate word on survivors after the helicopter ditched off the northeast
coast of Scotland.
It's the second such incident this year .. with both involving the same model of helicopter

Qld: Drunk and deadly hoon wins appeal for reduced sentence

BRISBANE, Aug 29 AAP - A drunk man who killed his best friend while drag racing at
the Gold Coast has had six months cut from his jail sentence.
The Court of Appeal in Brisbane today granted Clinton John Blanch, 23, the reduction
after agreeing the sentencing judge did not sufficiently take into account his youth and
his genuine remorse.
Blanch pleaded guilty in the Southport District Court in March to one count of dangerous
operation of a motor vehicle causing death and grievous bodily harm while adversely affected
by an intoxicating substance.
He received a six year sentence, of which he was ordered to serve at least two and a half years.
The crash took place in the early hours of July 2005 when Blanch, who had been taking
his friends to go pig chasing in the hinterland, crashed into a concrete barrier on Bundall
Road while racing another car.
It was estimated he had been driving up to 180km/h at the time of the crash.
Blanch had been drinking pre-mixed spirits just moments before the incident and had
a blood alcohol reading of 0.114 per cent.
The front seat passenger died in the crash, while one of the back seat passengers suffered
serious injuries when he was thrown from the vehicle.
In a written judgment handed down today the Court of Appeal cut six months from the
amount of time Blanch must serve before he will be eligible for parole.
Blanch will now be eligible to apply for release in March 2010.

Police have arrested a man carrying a Chinese flag after he tried to disrupt traffic
on Commonwealth Bridge, not far from Parliament House.
Police wrestled him to the ground after he resisted arrest.
He was sitting on the median strip surrounded by police, with pro-Chinese supporters
on one side of the bridge yelling support.
Pro-Tibetan supporters are on the other side of the bridge.

SYDNEY, Dec 20 AAP - The NSW corruption watchdog has recommended a property developer
be charged over a $30,000 bribe offered to a Wollongong City Council officer.
The Independent Commission Against Corruption (ICAC) today found that developer Lou
Tasich, of Tasich Investments, offered the bribe to council officer Peter Coyte for favourable
treatment of a $6.5 million Wollongong carpark proposal.
Mr Tasich told ICAC the reverse was true - that Mr Coyte had solicited a bribe from him.
ICAC Commissioner Jerrold Cripps, QC, today cleared Mr Coyte of any wrongdoing and
recommended that Mr Tasich be charged with bribery and giving false or misleading evidence
to the commission.
But the council did not escape criticism in the ICAC report.
In particular, Mr Cripps highlighted the role of a council officer senior to Mr Coyte
in the bribe scandal.
He said ICAC had examined why the council's then general manager Rod Oxley failed to
immediately report the bribery allegation when he was informed about it by Mr Coyte and
his supervisor Stephen Payne.
It had also investigated why Mr Oxley, who resigned from the council in June, informed
Mr Tasich about the allegation without consulting the ICAC.
Mr Cripps found that although Mr Oxley's conduct fell below the standard expected of
his position, the ICAC was not persuaded by the available evidence that he wilfully disregarded
his statutory duty or attempted to tip off Mr Tasich.
The ICAC made no findings of corrupt conduct against Mr Oxley.

Vic: Vic employment watchdog to investigate Work Choices
MELBOURNE, Feb 15 AAP - Victoria's new employment watchdog has launched an inquiry
into the effect of the federal government's industrial relations (IR) reforms on the state's
retail and hospitality sector.
Victorian workplace rights advocate Tony Lawrence said today the inquiry would target
the two industry sectors that had seen a rapid rollout of Australian Workplace Agreements
(AWA).
"Both industries contain a diverse range of employers, employ a significant number
of employees and contribute substantially to the Victorian economy," Mr Lawrence told
reporters in Melbourne.
"The number of AWAs in these two industries now surpasses the number of AWAs in the
mining industry which has traditionally led the field since AWAs were introduced."
Mr Lawrence said an inquiry was timely because the first-year anniversary of the Work
Choices reforms would fall in March.
He said hearings would be held around the state, the inquiry would take submissions
from unions, employer groups and affected workers, and a report would be released by early
August.

Qld: Man jailed for eight years over stabbing outside nightclub

BRISBANE, Aug 29 AAP - A man has been jailed for eight years for repeatedly stabbing
another man following a drunken brawl outside a Brisbane nightclub.
Khanh Dinh Nguyen, 24, of Inala in Brisbane's outer-west, today pleaded guilty in the
Brisbane Supreme Court to grievous bodily harm with intent over the stabbing of Dang Hai
Dang, 22, on April 2 last year.
Nguyen also was declared a serious violent offender, meaning he must serve at least
80 per cent of his sentence.
The court was told that an intoxicated Dang was removed from Caesers nightclub in central
Brisbane shortly before 3am (AEST).
Outside on the footpath, a scuffle broke out between Dang and Nguyen, who was also
drunk, in which Dang delivered a punch before walking away.
However, Nguyen followed Dang, yelling "Do you want to have a go?" before charging
at him and stabbing him five times with a carving knife - twice in the side of his torso
and three times in the back.
The court was told Dang would have bled to death if he had not received rapid medical
intervention.
Dang was hospitalised for a week after undergoing life-saving surgery to mend his bleeding
lung and arteries near his ribs that had been severed in the attack.
Chief Justice Paul de Jersey told the court the crime was more serious because Dang
had walked away from the brawl before he was stabbed.
"The important fact is the complainant 'detached' himself from you and walked down
Adelaide Street," Justice de Jersey said.
However, Nguyen's lawyer Damian Walsh said Dang initiated the fight by throwing a punch.
"(Nguyen) used a knife in a situation where he had been pushed," Mr Walsh said.
He said his client was remorseful for his actions.
Mr Walsh asked that Nguyen not be deemed a serious violent offender because of the
"heat of the moment flavour of the incident".
However, Justice de Jersey disagreed, saying: "The community rightfully expects a sentence
which will ... (act as a) deterrent and strong denunciation."
Chief Justice de Jersey declared the 514 days Nguyen had already spent in custody be
included in the sentence.

A new international poll says Australians get top marks for recycling and their concern
over the country's water crisis .. but need to think more about nuclear energy.
The survey of nine thousand people in nine countries .. conducted by market intelligence
solutions provider Global Market Insite Inc .. says Australians are the most keen recyclers
of the countries.
It says 89 per cent of Australians recycle at home on a regular basis .. compared to
the average of 68 per cent.
The poll .. which coincides with International Earth Day .. says 91 per cent of Australians
are worried about the future of the environment.
Australians feel the most significant issue affecting the country is the water crisis
.. with 84 per cent of respondents giving it top priority.
This is followed by pollution and sustainable energy.

CHRISTIAN BROTHER CONVICTED OF CHILD PORN CHARGES | PRISON: HE COULD GET 4 TO 15 YEARS
JOLIET -- Robert Brouillette sat quietly with his hands folded in his lap Friday as a Will County judge found him guilty of 10 charges relating to child pornography.Brouillette, who was a member of the Christian Brothers religious order, now faces between 4 and 15 years in prison for possessing pornographic images of children and sending them to others via the internet.
His defense had focused on the argument that prosecutor John McCabe could not prove that the images were of actual children.
The defense's only witness, computer graphic artist Michael Brooks, testified and demonstrated that images can be altered to make people look decades older or younger than they were in the original photo.
Images can also be altered on the computer to turn an innocent photo into something more lewd and pornographic.
As Judge Amy Bertani Tomczak peered over his shoulder from the bench, Brooks "morphed" two images into one.
He also showed the judge how he had taken the face from a Norman Rockwell painting and used it in a photograph image of another person.
The end result is a realistic looking photo that isn't real.
Defense attorney Mark Solock said Illinois law was enacted to protect actual children, not what may appear to be children.
"The issue...is whether a real child is depicted in the photographs that were both found and disseminated," Solock said.
"Judge, the pictures no longer speak for themselves...You can no longer tell if it's a real photo," he added.
But McCabe said the law was indeed intended to protect children.
And sending out images of children, whether real or not, is dangerous for children.
"The dissemination of images...is incredibly harmful to children," McCabe said.
"If we believe conduct is affected by images distributed to other people then children are at risk."
Judge Bertani Tomczak agreed with the state's interpretation of the law, which is expected to be revised next year to clarify any potential loop holes regarding computer imagery.
"I find that the statute covers these depictions," Bertani Tomczak said. "Your evidence did not persuade me and I find the defendant guilty as charged on all counts...This is child pornography."
Brouillette was arrested in April 1998 after allegedly trying to set up a meeting with a 12-year-old boy at a Burbank restaurant.
Unbeknownst to Brouillette, he had actually been communication with police officers in Cook County and had sent pornographic images to another detective investigating internet crimes in New Hampshire.
Charges on the Burbank incident are still pending in Cook County court.
After his arrest, Brouillette allowed investigators to search his room on the top floor of the Christian Brothers home at 958 Western Ave. in Joliet.
At that time he admitted to possessing about 400 images and led police to a box in his closet where he stored the computer diskettes.
He also admitted sending images to New Hampshire.
Brouillette remains free on bond until his sentencing on Jan. 26. Both possession of child pornography and possession with the intent to disseminate are Class 1 felonies.
Because of the dissemination of the images, Brouillette will be required to serve some time in prison, McCabe said.

Utility to Sell Myrtle Beach, S.C., Area Land to Surprise Buyers.

Jan. 27 -- Add a former diamond dealer and an automobile salesman/orthodontist to the mystery associated with the former Myrtle Beach Air Force Base.
Santee Cooper's surprise announcement Monday that it will sell 902 acres of base land to Greenville, N.C., businessmen Ed Burrell and Ledyard Ross is the latest chapter in a six-year saga that has linked an eclectic bunch of names -- such as Michael Jackson, a billionaire Saudi Arabian prince and a consortium of Japanese bankers -- to the property.
Since the base closed in March 1993, a proposed theme park on the property has gone belly-up, dozens of small-time investors have lost millions of dollars and little redevelopment is evident.
About the only sure thing at the base has been mystery.
The latest chapter in that mystery is being written this week, with no one outside of Santee Cooper's office in Moncks Corner claiming to ever hear of Burrell and Ross before Monday's announcement. And Burrell isn't saying what, if anything, his company -- WBLC -- plans to do with the base land, which was purchased for $20.1 million.
"I have no idea who they are," said Myrtle Beach City Councilman Wayne Gray.
Gray's comment was the norm Tuesday, one day after Santee Cooper chose WBLC over a New Jersey developer and Myrtle Beach-based Burroughs & Chapin Co. Inc. as the property's new owners.
"Their names haven't been mentioned around City Hall," said Jack Walker, planning director for Myrtle Beach. "I don't have a clue who they are."
Neither did Ashby Ward, president of the Myrtle Beach Area Chamber of Commerce.
"I was very surprised," Ward said of Santee Cooper's announcement. "I didn't even know those guys were in the running."
Burrell has been doing the talking for WBLC, but he hasn't been saying much.
"I don't mean to sound smart, but I really can't comment on it until the deal is final," he said Tuesday.
The conditions in WBLC's sales contract with Santee Cooper give the company four months to complete the deal.
Burrell, the former diamond salesman, said he and his partners have a plan for the property, but they are not ready to discuss it publicly.
"We have a dream for it," Burrell said.
He dismissed the notion raised by some Tuesday that WBLC bought the property just to hold it for a while and then sell it later. While selling the land is always a possibility, Burrell said, that's "not what we have planned."
Burrell said there are several partners behind WBLC, adding all of them, to his knowledge, are out-of-state residents.
He declined to identify his partners other than Ross -- a retired orthodontist, car salesman and automobile loan specialist who co-founded Regional Acceptance Corp., which made high-interest loans to people with bad credit. Southern National Corp. -- now BB&T bank -- bought Regional Acceptance in a stock transaction worth about $167 million in 1996.
Papers on file at the S.C Secretary of State's office and the state's Department of Revenue provide few clues about who is behind WBLC. The papers only list a Greenville, S.C., attorney as the registered agent. That attorney has declined to comment on the deal.
One clue to the puzzle might involve a Myrtle Beach-area business known as Environmental Evolutions Inc., located on 48th Avenue North in Myrtle Beach.
Bob Evans, president of Environmental Evolutions, said Tuesday his partner in the company also is a partner with Burrell in WBLC. Evans declined to name the partner, but said Burrell uses his 48th Avenue North office.
Evans said Environmental Evolutions has developed a process to purify water for institutional use, such as in hospitals and restaurants. Evans' company isn't related to Houston-based Environmental Evolutions Inc., which does environmental remediation work nationally, and an Internet search of newspapers and business publications nationwide turned up no information on the Myrtle Beach company.
While Burrell wouldn't disclose what WBLC is going to do with the land, neither would he rule out if there are plans for a theme park.
"My dream includes a lot of things," he said.
Theme park rumors swirled along the Grand Strand six months ago after Burrell's group backed out of presentation it was to make to the City Council during a workshop meeting. That was the first -- and last -- time Burrell's group came close to meeting with city officials, but that mysterious appearance sparked rumors that he was being backed by a national theme park company.
Every major theme park operator from Anheuser-Busch to Paramount has since denied being interested in a Myrtle Beach project.
After that aborted city meeting, Burrell's group continued to work behind the scenes to get the base land but their intentions to buy the property weren't made public until Monday.
A theme park was the dream for Timberland Properties Inc., which originally bought the base land from Santee Cooper in 1995. TPI planned to build a theme park called Isle of America and solicited money from dozens of small investors. Although TPI executives paid themselves six-figure salaries, they never raised enough money for the theme park. In June 1997, TPI filed for bankruptcy protection and the base land became entangled in court proceedings.
As part of its agreement with the bankruptcy court, Santee Cooper will use $2 million from the sale to WBLC to pay off some of TPI's old debts, but it is doubtful any of TPI's investors will get their money back.
During TPI's two-year tenure, company executives started several rumors about who was backing them, including names such as Michael Jackson and Prince Alwaleed Bin Talal Bin Abdulaziz, a nephew of Saudi King Fahd.
While some local experts think a theme park could work in Myrtle Beach, city officials say that isn't what they would like to see at the base.
"I don't think that would be the best use," said Myrtle Beach Mayor Mark McBride.
The base property lies within city limits and Myrtle Beach would have control over the zoning. Burrell reiterated he wants to work with city and county officials to develop a feasible project.
Santee Cooper was put in charge of marketing the base land in 1993 after the state initiated a land swap with the Air Force, that gave the military land adjacent to Shaw Air Force Base in Sumter. In return, the state received about 1,500 acres of land at the Myrtle Beach base.

Take action over disused food factory call.
CONCERNED parish councillors have turned to civic chiefs to put pressure on the owners of a adangerous building.</p><p>Greatham Parish Council has written to Hartlepool Borough Council in a bid to see some action taken at a disused factory in the village.</p><p>The former Sharwoodas food factory has been plagued by vandals and is a favourite place for local skateboarders despite warnings from police and local councillors to stay away.</p><p>With the school holidays fast approaching the parish council has contacted Hartlepool Borough Council in a bid to get the owners, the Help Foundation charity, in Manchester, to make the site secure.</p><p>Greatham parish councillor Mike McKie said: aWe are still seeing many BMX and skateboarders coming down to the site.</p><p>aWe have secured all the doors, but they still find a way in. </p><p>aThe site is horrendous with glass, open manhole covers and asbestos, all posing a massive danger to the kids during the summer holidays.</p><p>aAs a council we have done as much as we can, all weare asking is for the owners to step up to the mark.</p><p>aThe parish council has requested the local authority to be involved to see some type of action from the owners.</p><p>Last week, police issued a warning to youngsters to stay away from the factory after it had been highlighted on the internet as a good place to skateboard.</p><p>A Cleveland Police spokesman said: aThe building itself and the grounds around the site are in a very unsafe condition and there may be additional dangers of asbestos still being present throughout. </p><p>A Hartlepool council spokesman said: aWe would call on parents to stress to their children the dangers of playing on this site. California Teens Receive $230,000 Grant to Drive Highway Safety.

SACRAMENTO, Calif., June 22, 2011 /PRNewswire/ -- California youth in communities from Crescent City to San Diego will dream, develop and deliver their own safe driving campaigns during the upcoming school year - energized by a $230,000 grant from The Allstate Foundation. This new grant rewards and builds upon the extraordinary efforts made this past school year by more than 800 California youth who hosted safe driving events across the state with local chapters of Friday Night Live. Allstate supported local Friday Night Live chapters during the past school year with more than $100,000 that allowed youth leaders to devise new methods to encourage friends, classmates and peers to drive safely.
In the upcoming school year, Friday Night Live youth across California will drive new life saving peer-to-peer programs and campaigns utilizing tools, knowledge and inspiration they receive at a state-wide teen safe driving summit supported by The Allstate Foundation's new grant. The Boys and Girls Club of Southeast Virginia (BGCSEVA) has named Jim Ruel, Cox Communications VA VP of Technical Operations, to its Board of Directors.

Correction (published Dec. 21, 2010): Duck Store general manager Jim Williams was notified on Dec. 2 of the University of Oregon's decision to drop the Duck Store in favor of Florida-based TeamFanShop as exclusive online retailer of UO sports merchandise. A Page A1 story Saturday incorrectly stated that Williams was not notified of the change until after Dec. 4, the day that the UO Athletic Department's website, www.goducks.com, dropped the Duck Store in favor of TeamFanShop.
There might be a Duck Store housed in the same building where the University of Oregon football team practices, the Moshofsky Center, but if you want to buy officially licensed UO football gear online, the UO Athletic Department wants you to go to its website, www.goducks.com.
That's always been the case. Only now the website directs fans to an outfit based in Florida, not the online Duck Store.
The UO signed a five-year deal earlier this month with TeamFanShop, or TFS - a Jacksonville, Fla., company that provides online sales of athletic apparel for university and professional sports teams - to be the UO's exclusive online retailer of UO sports merchandise.
When it comes to online sales of popular UO merchandise, the Duck Store, the independent, nonprofit retailer that began as the University of Oregon Bookstore in 1920, has been demoted to second string.
Prior to Dec. 4, the date of the UO football team's final regular season game against Oregon State University in Corvallis, visiting www.goducks.com, sent Internet users to the Duck Store to peruse and purchase UO sports gear. But on the day of the biggest Civil War game ever, at least for the UO, goducks.com switched to TFS.
Why?
One word: Money. And lots of it.
"This should be a very significant revenue-maker for the department," UO senior associate athletic director Joe Giansante said Friday from Denver International Airport, where he was catching a connecting flight to Eugene after a meeting with TFS executives in Florida.
Online sales of UO items through TFS in the two weeks since the Ducks qualified for a first-ever BCS National Championship game berth have earned the UO Athletic Department a whopping four times more in commissions than what it made in all of 2009 through online Duck Store sales, Giansante said. Out of respect for the Duck Store, Giansante would not give a dollar amount for those sales. But he did say that only 9 percent of the sales through TFS were customers in the Eugene-Springfield area. Two of the largest buying areas nationally were Texas and the San Francisco Bay area, Giansante said.
The UO contract requires TFS to offer at least 1,250 Ducks items on the site and gives TFS the exclusive right to sell and market BCS T-shirts with UO football coach Chip Kelly's Win the Day - WTD - slogan on them. The contract was acquired by The Register-Guard through a public records request.
"Oregon is a national brand," Giansante said. "Serving fans around the world is our business. We know some people are upset (about the deal)," he said. "But we want to be successful and balance our budget ... and that's what we're going to do."
The UO Athletic Department is one of the few self-sufficient departments in the nation, relying on no public funding through the university, thanks in large part to generous donors such as Nike owner Phil Knight.
And the recent deal with TFS, which Giansante said now has deals with 44 major university athletic departments in the nation, is just the latest move in a strategy to maximize the Oregon brand and athletic department revenue.
Two years ago, the UO signed a 10-year deal worth more than $67 million from sports advertising, promotions and endorsements, with IMG, one of the nation's largest sports, media and entertainment companies.
Although Jim Williams, the Duck Store's longtime general manager, said he had no problem with UO's decision, several loyal business partners of the Duck Store said they did.
"I think everybody who knows about it has strong feelings about it," said Louisa Miller, chief financial officer of decal maker Potter Manufacturing in Eugene, which has made UO decals for the Duck Store for decades. "I think the way (the UO) did it was kind of sneaky weasel."
Miller said she and several other area suppliers to the Duck Store have recently been contacted by TFS to sell their products exclusively online with the Florida firm. Miller said she declined.
"I have no interest in doing business with them," she said. "I would never jeopardize my relationship with the Duck Store. We are very loyal to them because they're a great customer. They've been with us for a long time. They've grown and only tried to offer the community more."
Brian Swallow, TFS's vice president for sales and marketing, returned an earlier call seeking comment and left a voicemail but could not be reached later Friday.
An owner of a local company that makes products for the Duck Store, who agreed to be quoted only if he could be anonymous because of his relationship with UO, said he's outraged by the deal. "I have a real problem with that," he said. "They're taking all this money out of Oregon and sending it to Florida." The business owner said he has spoken to Williams, who expressed disappointment in the deal. But Williams said that was not the case.
"They made a decision to go with them for business reasons," he said. "From our perspective, it's not a controversy. People might be trying to make it into a controversy, but it really isn't. We're not taking it personally."
The Duck Store, which has three outlets in Eugene, three in Portland and one in Bend, has no formal contract with the UO Athletic Department, Williams said, but does give it 9 percent of all UO-related sales based on licensing fees. The Duck Store still sells UO gear online through its own website.
Although Giansante said TFS went live at goducks.com on Dec. 4, Williams said he was not notified until last week of the deal, which ends on Aug. 1, 2015. Williams said he was given a chance to bid on it but was not accepted.
The UO contract with TFS guarantees the UO a minimum of $653,333.33 during the term of the contract. UO will receive 28 percent of total retail sales, except for "specialty goods" - goods offered exclusively by TFS at its online store - for which UO will receive 32 percent.
The guaranteed amount UO receives will be increased by $150,000 if the Ducks win the national championship against Auburn Jan. 10, or in any year of the contract.
In addition, by written request from the UO athletic director, TFS will provide a 25 percent discount and free shipping to any UO employee.
One of the final stipulations of the contract is this: "TFS shall carry a large assortment of Nike products, including sideline apparel."
SELLING DUCK GOODS
The 13-page agreement between the University of Oregon and TeamFanShop runs to Aug. 1, 2015, with options to extend it.
Among other things it:
Guarantees TFS will pay UO at least $653,333.33 - unless the football team plays in less than 12 regular season games.
Increases the guaranteed amount by $150,000 for each BCS championship UO wins.
Requires TFS to offer at least 1,250 "unique Oregon Ducks goods over a broad assortment of product categories."
Requires TFS to carry at least 250 unique Duck championship items for each BCS national championship.
Requires TFS to carry "a large assortment of Nike products."
Requires TFS to send up to 50 market e-mails to Ducks fans each year.
